Imposing Port Construction Fee to Container Shipments in Shenzhen

 

Approved by local government authority, Port Construction Fee , abbreviated as PCF, had been imposed in Shenzhen Port since October, 1st, 2004.

 

Incumbent payers: Shippers (or their agents) and/or Consignees ( or their agents)

Imposing objects: all container cargoes inbound and outbound of Shenzhen Port.

Imposing rates: RMB80/D20

RMB120/D40

Method of imposing: Shipping agents are assigned to assist local government authority for this collection. Incumbent payer should render PCF before disposing shipping documentary formality.

 

Procedure:

Export:

Deliver the laden containers to the Terminal                 the incumbent payers render PCF to the shipping agency before export document input               the terminal operators arrange loading  after payment confirmation.

Import:

Incumbent payer renders PCF to the shipping agency while exchanging Delivery Order                   Incumbent

payer submits PCF voucher to the Terminal while applying for import container delivery                   the Terminal

operators check and approve the authenticity of the vouchers                the Terminal operators deliver the container 

 

Applied Invoice: Guangdong government fund specified invoice or rated invoice.

 

Shenzhen MOC Special reminding:

Port Construction Fee is a governmental fund levied as per State Council’s approval. Since December 15th, 2004, all the incumbent payers should render PCF for their intended shipment to the corresponded shipping agency. For those who reject to pay the PCF will be charged, and further administration punishment and legislation enforcement may also be imposed. The rejecters will also take the consequences, due to this action, for the corresponded charges arise by the cargoes might be delayed loading /unloading/delivering, and even legal appeals.
