24 HOURS RULE IN
China Customs has announced to introduce 24
hours Advance Manifest rule for all China International Import and export cargo
with effective from Jan 1, 2009 (Decree No. 172 of General Administration
of Customs). The stated purposes of the
regulations are to standardize the PRC Customs regulations, facilitate
international trade and ensure international safety. The Rule will require operators of inbound
and outbound vessels to transmit electronic manifest data to PRC Customs prior
to entering or exiting the PRC within the time periods set forth in the
regulations i.e. For both outbound and Inbound
shipments from and to PRC – Advance /Original manifest needed to be
transmitted 24 hours before cargo loading.
We hereby request your awareness of the new
rules and appreciate your cooperation to submit cargo manifest information to
us within the time frame. Should the
rule to go into effect on January 1, 2009, we carrier will as well enhance our
system to comply with the new customs requirement.
In view of there are still a number of details
about the rule that PRC Customs has yet to elucidate , we do hope Customs can
provide us further guidance before the rule becomes effective . As soon as we
secure more details, we will advise you accordingly.
